It might be in Texas but I believe the concept comes from Germany. They call this a Schwenkgrill (meaning swinging grill). I've seen them all over Germany and they have been extremely popular at Christmas Markets and Beer Gardens everywhere.

Interestly enough, BBQ culture in America has roots in Germany. So this doesn't surprise me. We just took things and modernized it over time.
 
Well I thought I had everything I wanted, but yet again I am proven wrong...
