I believe all KCBS reps have access to all team records and should be pre-contest checking teams.
Or upper echelon cook teams can cheat and try to beat the backyard guys and hope you don't get caught!

I believe some of the dedicated backyard teams could probably walk on some of the masters teams.

Absolutely, however fees, meats, and equipment are enough to keep them enjoying the backyard competitions.
It's important to have a venue for them.
