The '94 Terlingua International Chili Championship Winner recipe is what I riff on for a simple TX chili. I reckon the ingredients should be available most anywhere, but I've never tried grocery shopping outside the lower 48. His chili powder was likely Mexene (there are better ones, I usually use powders from Spice House or Spices, Inc. when not going the whole dried chile route). It's a good base to start with and make it your own.
