So I went to the nearest Publix and asked if they could cut me a tri tip and it turns out they actually stock them in the freezer but they don’t display them. I went home with a 2.5 pound tri tip!

You would think they would at least have a wall sign showing the less popular cuts they have in the back room. That said, my Sam's Club carries chuck roll, which is a 15 to 20 pound boneless section of a beef shoulder, but like your store, they are not in the meat case. Restaurants that grind their own burger buy them.
 
My favorite tri tip recipe is go to Trader Joe’s and buy their Santa Maria flavored marinaded ones. Kind of expensive but very delicious!
