You have to go early in the morning. Meat department comes through (sometimes at night, sometimes first thing in the morning) and checks the dates and pulls all of those expiring the next day or that day. Then they restock with the discounted price.
Early bird gets the worm so to speak. My local stores discount pork much more than beef. I have better luck at Sam's as they sometimes discount 25%.
